How do I exclude products from verification on Wordpress?

The settings in wordpress say “Always require verification for orders containing a product with any of these categories/tags.” Are these exclusive or inclusive? Isn’t verification always happening anyway?

Notice at the top of the section titled Orders Considered for Verification - "Orders matching ANY of these conditions are considered for verification."

This governs all sections below... so if ANY of the conditions hold for the order then it is verified. Usually this means you're specifying categories for age restricted products that have those areas. If you however say "0" for the minimum order amount (as shown above) - then you're going to require verification on all products - bc all products are $0 - so the categories shown above doesn't do anything further. Instead you should remove the $0 or at least make it a higher amount and then tag only the areas you want to be age verified.
