Why don't my local pick-up orders have excise taxes?

Token of Trust uses the shipping address to determine which excise tax rules should be applied to customer orders. If no shipping address is supplied we are not able to calculate excise taxes.

Since local pick-up orders are not crossing state borders we've chosen to simply leave excise taxes off of orders marked for local pickup or without a shipping address.
